Gilles Bélanger quits CAQ after cabinet exclusion and growing tensions

gilles bélanger is leaving the Coalition avenir Québec and will sit as an Independent in the National Assembly after a sharp break with party leadership. The former Minister of Cybersecurity and Digital Affairs is set to make the move official Thursday morning in Québec, after Christine Fréchette excluded him from her cabinet on Tuesday. The split comes amid criticism inside government over the rollout of the Dossier santé numérique and over the new cabinet lineup.

Why the break happened

The departure is tied to two main grievances laid out by gilles bélanger: his concern that the government may fail to deliver on its commitments, and his disagreement with Christine Fréchette’s choice to give the key Economy, Innovation and Energy portfolio to Bernard Drainville. Bélanger also says he believes too much space is being given to members of the team tied to Fréchette’s leadership rival during the party race.

His criticism has been sharpened by his public warnings about the Dossier santé numérique, a project he says could put Quebecers’ data at risk. Those comments have drawn attention in recent days and added to the tension around his place in government. He had been minister for one year, after replacing Éric Caire at Cybersecurity and Digital Affairs.

Immediate reaction from the premier

Christine Fréchette responded publicly with a brief message after the decision became known. She said, “J’ai pris acte de la décision de M. Bélanger. Je lui souhaite le meilleur pour la suite. ” In a separate message published Wednesday evening, she again wished him success going forward.

Bélanger, for his part, says he is not driven by bitterness. He says he will leave the party to preserve his principles and values, and that he had already told the leadership he would have stepped down if Bernard Drainville had won the race for the leadership. At the time, Fréchette’s team asked him to pull back, fearing the effect on party unity.

What Bélanger says he could not accept

In his farewell letter from the Coalition avenir Québec, Bélanger says his biggest disappointment was being unable to make the case for the importance of digital issues across the government’s work. He writes that he believed change could come quickly, but no longer feels that ambition, which he says is surprisingly treated as a risk.

He also says that after eight years in politics, he leaves still feeling shortchanged. Bélanger says his team handled more than 500 digital transformation projects and managed cyberattacks successfully within the ministry.

Political fallout and what happens next

The move adds fresh strain to a government already dealing with internal friction after the cabinet shake-up. Liberal MNA Monsef Derraji called it a leadership crisis and criticized Fréchette’s short public response. CAQ MNA Shirley Dorismond is also said to be weighing her political future, while at least two other party members are reportedly reflecting on their next step after missing out on cabinet.

For now, gilles bélanger is set to return to the National Assembly as an Independent for Orford, where he has been elected since 2018. His departure leaves the CAQ facing another public test of cohesion as Christine Fréchette tries to steady her team and defend the cabinet choices that prompted the rupture. The full impact of the break will become clearer once gilles bélanger formalizes his move on Thursday in Québec.
